sharing is greyed out for non admin users in xp

We have workgroup environment in our college and we have removed admin rights for users. Now users are not able to share any folder because it is greyed out as shown below. Only administrator account can share folder. What is the reason for this and what may be the solution?

Try turning off Simple File Sharing.

AFAIR, non-admins don't have the rights to share.

There is no solution for these? because evrerytime user wants to share something we have to go to their location and share using admin account

That's the point of a non-admin account. It does not allow sharing.
