Format Mac drive to Mac OS Extended (Journaled) using Windows ?

See title ? Used mac drive which did the first part but its not journaled. Installatuon is asking for it to be journaled.

Can I do this using a program via windows. Im unable to access any utilities on the mac ?

Negative. Windows cannot read Mac's file system without help. That help would likely not be able to change the fundamental level of the disk formatting. I haven't run across any that would.
