Video Card Questions

So I'm looking to upgrade the video card in my HP Pavillion A6137c and I have a couple questions that I would like answered.

1) My desktop only has a 250W PSU, if I get a card with no fan (I.e.- Heatsink) I won't need to worry about the power supply, correct?

2) Which one of the "circled" areas would I connect the card to, and what type of connection is it? (PCI, AGP, PCIe)

Nevermind, I found out that it has PCI, and I believe the White colored one is the slot I want to use. But question number one is still on the table.

Some cards with fans don't have to be hooked up to the psu but thats pretty rare now, so one without is a good bet. With relation to the photo, the white is pci and the black looks like pci-e, the latter would be easier to find a card for
