Guess the only true way is real world tests. Go off of steam or another high quality http provider and get a file. If you download around 1.8-2MB/S for more than 1 minute multiple times throughout the day (from noon, every 3 hours, do a new download) then you get full speeds. If not, but you're darn near close, you're still good. If you get .2MB/S then something's up.
I go off of this when speedtest lies sometimes. I pay for 10/1 not 26/1.2 like speedtest says. I don't get 26 down, only in VERY short bursts that last 1-2 seconds. That's not enough to say 26 down. I get 1.2MB/S 99.99999% of the time consisitently.
