My CPU's are running at 52 48 with an internal temp of 46 degrees Celsius.
Im running AMD Athlon 64 *2 6400+ Windsor Processor. I have 3 really good high end fans Running maxed out. Do you think a pelter cooler would help in anyway bring my high CPU temps down that are causing my PC to lag?

All Conditions are under around 5% load
 
Your CPU temperatures are not high. Unless it is running in excess of 75 degrees Celsius you have nothing to worry about. If your CPU temps get so high that it begins to malfunction it isn't going to "lag."

A peltier cooler has it's own set of problems to deal with. Namely, moisture. A peltier with a liquid cooled water block can get a CPU so cold it will frost over if it isn't well sealed from the atmosphere.
