the loudness in computer are fans in your system the power supply fan and the cpu (central processing unit) fan the other name for that aswell heatsinks or its might because there too make applications running in background you dont notice.
to quiet it down
the power supply :you can slow blow the dust with a vacum or hairdyer or paintbrush.
the heatsink/cpu : you need to buy thermal paste for the cpu and the fan the fan look circle with for clips or square with one clip you need to paste the rubber and not too much paste and paste the processor.
and too stop apps from loading up at startup
click start icon on your taskbar and you will see searchbar at the bottom of your startbar type system config you should see system configuration click that.
