The specs on that machine should be enough for PS1 emulation.

It's less efficient to run as an emulator. You are rendering the game through pure software with very few hardware acceleration if any. This lowers performance and requires a machine 8 times or better than the console that would have ran the game. It's better to run the game directly off the machine, you get better hardware acceleration, which you're after.
