I am trying to reinstall windows on my sisters desktop.
her CD and DVD drives have burned out so i saved the windows ISO to usb.
but no matter how i change the BIOS it just wont boot from it.
if i load windows up normally and open the USB folder in My computer i see that everything is perfectly fine with the files.
so my question is, can i just launch it instead of booting from it? or with it ruin my computer.

how did you go from ISO to usb, A simple copy - paste will not work. If you did copy + paste google how to install windows xp from USB and use there guide

Some machines dont support USB booting,

1. Some machines don't support USB as a boot device (depends on BIOS)

2. an ISO is a DISK (optical) image file. If you just pasted the .ISO onto a stick, it's like having a virtual DVD that the machine can't read on a flash device.

You need to unpack the ISO with something like MagicISO (free trial available) and copy the individual files that come up onto the stick, exactly how they are when the ISO is unpacked. Or, you could just pick up a new DVD drive for like £14 off the internet if you can't get it to work.
