trouble enabling windows welcome screen. WinXp

Hi, i am trying to enable the windows welcome screen, when i go to user accounts and change the way users logon, i check the box next to use the welcome screen and apply settings, but when i restart the welcome screen still does not show and when i go back to change the way users logon, the box is unchecked again, it seems as if my settings are not being saved for some reason, any way to fix this?

Are you logged in as the administrator or a standard user?
