Cpu run % question

In my graphic card settings I noticed I can make my cpu run at 100% minimum cpu and 100 maximum. Is this safe to have it at 100- 100? and if it is, will it increase my computers preformance?

i think there is something wrong with the image. i cant see it. cant open it as well.

it is safe. it is just that the cpu wont under clock it self in order to safe power.
it wont increase performance, because every time the cpu needs to do some work it will set itself to 100%. witch your cpu are right now.
so it is 100% of the speed on the cpu you bought.

the way it works is that every cpu has a multiplier. that is the one that is multiplier with the baseClock. my cpu has a multiplier at 21. and i have set my baseclock to 150. so it gives me a core clock at 3150 mhz.
when my computer is powersaving it will go to 12 (i think) so when powersaving my cpu is at 1800 mhz.
so my 100% performance is a multiplier by 21. my 50% performance will be a multiplier at 10 or 11. (dont know if it is rounding up or down, i think up)
