Your computer isn't bad, just not good at gaming. Nothing you do will change that unless you get a new graphics card.

and new power supply, to get a new video card on a prebuilt system without upgrading your PSU is just retarded and waiting for disaster and your system to blow

Source Engine games based on HL2 and CS:S shouldn't be running slow on that chipset. I had Call of Duty 4 running on the 8200IGP at a steady 40fps on low settings and HL2 and CS:S locked at 60FPS on all max settings with 4xAA on a HD3200 which is a similar performer..

Download the latest drivers, force AA OFF and set the Nvidia Control Panel to performance mode.
