What should I upgrade?

I have currently installed as follows: Intel Pentium 4 CPU 3.40GHz, Windows 7 32-bit, 3.00 GB ram, ATI Radeon HD 4600 series. Also a possibly 250GB harddrive, 50GB left.

~Even though the video card is new, it doesn't play what I want to play (WoW) on ATLEAST ok graphics, its laggy (I am corded) when in ICC and is very slow, I have read all the tutorials on making windows 7 faster, but I am clueless on what to upgrade, I am not looking for a very expensive upgrade either.
