Onboard failure issue, need some help.

So somebody brought me their computer so I could take a look @ it, when I turn the pc on this is what happens.

Can't even boot into safe mode or anything? Some kind of hardware failure most likely, a full reformat & reinstall may be required here?

ive had this issue before, cant remember how i fixed theo. You can try

-Can you plug a usb keyboard in to the computer and remove the PS2
-Unlug the keyboard, turn the computer on, I believe that message wont come back, boot in to windows and reconnect the keyboard
-Take the power out of the back and remove the battery from the motherboard for 5 minutes, then plug all back and try again

I actually figured it out, I guess it was the keyboard not being hooked up, the person didn't bring the keyboard, and my keyboard wasn't compatible with it because it's a usb keyboard, I have the one with the purple plug. After she brought the keyboard over, it booted up regular. Thanks for the help regardless guys.
