Data Recovery on HDD not Powering

Hello all,

I have a Hard Drive that is no longer powering up. Not sure what happened but I have tried connecting it to various power sources and I don't get anything. Is there anyway to recover the data here myself without paying a date recovery expert a ton of money?
I'm a fairly competent person and intermediate level of skill when it comes to computers.

Is it possible to transfer the data platters to another drive? Any suggestions or tips is greatly appreciated.

something i've done before, find an identical drive and swap the electrical boards.

Had a basement flood once. it was the only way I could think of to save the data.
 
It's an IBM Travelstar MODEL: IC25N030ATCS04-0

It's from an older laptop I bought in 2005.

So swapping electrical boards is a better idea than actually getting to the data platters then correct? I'll search for an identical one but in case I can't find one - any other methods?

I did manage to find one...
Just ordered it
If anyone else has ideas in the meantime please let me know
