My Friend wants a dedicated phyx card for his gtx 470
and we are choosing from a gt 430 or a 9800gt

Question would a 9800gt block dx 11 because it does not support it
 
The 9800GT would not be the primary renderer and would not prevent DX11 rendering. However, Nvidia has stated that they will be lowering support for older cards as PPU's. Currently, the lowest card supported is the 8800(G92). (9 series cards still capable)
 
Both will be adequate PPU's. Go for whatever you can get cheaper. Very little is required of a PPU which is why buying an extra card to do it is really only for record breaking. Most cards, especially high end Fermi cards can easily handle GPU rendering plus PhysX.
 
I used a GTS250 as a physx card for a while, I only recently stopped because updating the drivers was sort of a pain, and I don't even play any games that utilize it anymore. It doesn't require much power though.
 
As did I for a while, but stopped for essentially the same reason. The G92 is a major heat producer and even when it clocks down, it consumes a fairly large amount of power and only adds heat to my rig.
