Can you boot to safe mode and login as the admin and delete?

Also, you can try KillBox, it's a freeware program that you can download from the net, run as administrator and then use KillBox to delete. That may help.

Ok cool, in use is another issue which we can tackle. From your original post, for some reason it sounded like an authority/permissions issue. If the file is in use, then that means that whatever you downloaded and extracted is running in the background and using that file, you just have to find the culprit, stop the process so you can delete the file.

First, what version of Windows are you running?
 
i downloaded a rar music file im gonna have to boot in safe mode i keep getting an error it wont let me do anything oh btw im using xp

I use fix it but not for this and rarly Safe Mode.
So give me the original name(s)
 
Go to Start > Run > Type in msconfig and press enter. Go to the startup tab and disable everything. Restart the computer and try to delete. Now since you can't delete the file in safe mode, I'm going to assume that it still will not work. So, after it doesn't work press CTRL+ALT+DEL to bring up the Task Manager, end every process tree except the following processes:

taskmgr.exe
explorer.exe
svchost.exe - a few
spoolsv.exe
lsass.exe
services.exe
winlogon.exe
csrss.exe
smss.exe
System Idle Process

After all processes except the above are closed, delete the file. If that still doesn't work, I'm out of ideas :/
 
Okay your last post just confused the hell out of me... I thought this was a file extracted to your desktop?
