My desktop looks like a folder and all icons are White

Like title says my desktop has the folder options on the left and almost all my icons are white. when i click to open anything it tells me to open this from program select from list or from the web. how can i fix this the internet is about the only thing that is working on here.

Try reformatting your hard drive. This will erase all of your data unless you can back it all up. But it will fix the problem you are having, your computer will be just like new again.
