Poor frame rate

IDK where to put this because I am un-aware of whether or not this issue is related to hardware or software.

I can't get enough of my WoW. I have found myself playing enthusiastically. The problem? I seem to randomly encounter an unusually intolerable framerate. I seriously think I'm getting one... maybe two frames per second. During this time, it looks as though my game is a slide show. Me being a WoW fanatic as my self only frustrates me even more. This appears to occur randomly yet frequently. If I simply wait for about 10 minutes or so, everything appears to be running very smoothly. But upon this brief 10 minute moment of smoothe gameplay, I experiance 10 more minutes of unbearable frame rate. Graphics settings do not make a difference. For software, I can't really say much except I am running Genuine Windows 7 home premium 64-bit. For hardware, I have an HP Pavilion p6214y with AMD Anthlon II x4 processor, Nvida GeForce 9100 puney integrated graphics, 8GB ram, and for internet, a wireless DSL connection VIA Linksys by Cisco compact Wireless-G USB adapter.

Are you in a highly populated area?

It doesn't really matter in terms of population, though I could get disconnected if I am in a crowded area. Disconnection is one thing, but I really don't think that area population is the problem that causes my frame-rate to die.

When I am in a heavily populated area, this is what usually happens:
It seems as though everything is normal, I can move around and it is very responsive, but then I notice some people jogging in-place. This is not the case for my problem though. I could be in an empty room and then my frame-rate gets raped. Even as I type this post, however, I am having so much lagging.
I THINK it has something to do with my videocard, though I am unsure.

I don't think that an un dedicated video card would cause lag while typing on the internet...

Open up task manager and tell me what your CPU/RAM % is at.

this probably isnt helpful, but iget same thing.

in icecrown citadel, or most raids and such, i get as high as 40 fps, but as low as 1 fps. Dalaran city is especially bad, everyone's fps drops there as its so heavily populated.

i even disconnected during an encounter with Festergut (icc25, 5th boss) and lost my looting priviliges.

Normally when running WoW, my CPU percentage is about 22%
My Memory usage is 2.40GB.

When lagging, my CPU percentage at most is 29% and my memory usage remains 2.40GB

Could be a simple virus?

What AV programs do you like to use.. run them, even in safe-mode if you have to.

Download This. It's a video card tweaking software but also has a GPU heat monitor in it so you can see if your video card is overheating.

Just did one full system scan with AVAST! Free antivirus and one full scan with Malwarebytes anti-malware. Both those scans showed no results of any infected files.
