turning multiplier down and turn FSB up?

so i built a computer. all brand new parts.
1st build.

specs:
AMD anthlon II x3 3.0ghz @3.3ghz
2gb 1600mhz rated at that
9600gt PNY 512 overclocked

my question is

i got a multiplier at x15 200fsb
and my RAM is rated for 1600 mhz
but since its only 200fsb its
at about 600-700mhz

so if i lower the multiplier. and rase the fsb i should get more performance right?
problem is i get crashes when i try to do that
i bump up the voltage on the RAM. its rated from 1.65-1.85v

but i never touch the chipset voltage..

if yall could just give me some advice id appreciate it.

also wondering if theres a way to increase the multipliter
on the RAM.? my bios is kinda weird.
does it have something to do with the timings?
like 9.9.9.24 ?
 
oh i figured out the problem!
ha.
DDR= double data rate

which means 716.5mhz x2 = 1433

or 666.7 x 2 = 1333mhz

at least thats what i get out of it.
