This computer hates steam.

why don't you use the method we do not speak of to get windows 7?
or, just install ubuntu and use WINE to use steam

I must say, in this condition I would be tempted to acquire Win7 just to dual boot for steam. Just tempted though.

I believe the RC of Win7 still works though right? Maybe you could try that just to see if the OS is indeed the problem?
 
There are a lot of programs that interfere with Steam for some reason. I don't know if this could be the cause of all your problems, but I used to try to run steam and it would just idle in my processes tray and never start once I installed nvidia network manager or something like that. There are a lot of programs though that steam has listed on their support site that do cause issues with steam running. I don't know if this would help you or not like I said but it would be worth a shot to look at the list maybe.

Maybe run HijackThis and post a log so we could see if any program/process running could possibly interfere with proper performance of Steam?
 
I really don't know what to say. try a different network maybe?

Try installing steam with out being connected to the internet.
