Graphics card brings computer to halt

Hi all, okay so i have been trying to get my new graphics card to work and it has resulted in me buying alot of new stuff.

I bought a ati powercolor hd 4650. I have win 7, amd athlon 64 3000+ (yes its old) but just got a new powersupply. Any time the graphics card is in the computer, evrything goes SUPER slow(takes like 5 minutes to load my documents) but when the graphics card is not in everything works fine. ANy ideas?

Have you removed all previous video card drivers and installed the newest drivers available from ATI: ATI Catalystâ„¢ 10.4 Suite for Windows 7 (32-bit)

yeah i installed that, it was only a onboard videocard before so i never uninstalled anything
