Graphics card brings computer to halt

Hi all, okay so i have been trying to get my new graphics card to work and it has resulted in me buying alot of new stuff.

I bought a ati powercolor hd 4650. I have win 7, amd athlon 64 3000+ (yes its old) but just got a new powersupply. Any time the graphics card is in the computer, evrything goes SUPER slow(takes like 5 minutes to load my documents) but when the graphics card is not in everything works fine. ANy ideas?
