My computer won't POST.

Something non-conductive and that doesn't harbor static electricity.

I'd suggest a wood or fake wood laminate surface. Stone, tile or linoleum are good choices too.

However, DONT put it on the outside of something like those antistatic bags. The bags themselves are conductive and could mess your stuff up. Also, don't put it on any other sort of plastic or carpet or cloth.

EDIT: If it still doesn't post, try my previous suggestion of shuffling the ram to different slots
 
So I switched back to my old case without screwing anything in, and it booted up somehow. I'm gonna try putting it back into my new case, and hopefully that it will work. I'll post whenever I am done setting up.

You just dropped it in? That seems pretty dangerous to me.

Look for anything that could be shorting it on the new case.
 
I didn't drop it in. I positioned it to however it would if it was screwed in.
