problem with ati

hi again.
i have an ati mobility radeon x1600 and no ati catalysis control centre. i have a windows 7 ultimate. i have tried everything - i have uninstalled ati driver and re-installed it, it didn't help. help!!! ( i need ati catalysis control centre).

1. Install driver sweeper.
2. Reboot. Right after the bios, mash repeatedly until a menu comes up, allowing you to go to safe mode
3. select safe mode
4. run driver sweeper, and remove all ATI video components
5. repeat steps 2-4
6. reboot
7. if any found new hardware boxes come up, do not allow them to continue. This is important.
8. Go to AMD.com and enter all your system's information and DL catalyst control center
9. install catalyst
10. reboot

There you go. you should have CCC enabled. It normally isn't such a lengthy process, but I want to rule everything out.
