can the psu be tested when its not plugged into the motherboard?

Yes, that is the point of jumping it, as I specified earlier.

You can also use that trick to use multiple PSUs on the same computer.

edit: possibly that im missing a plug in the motherboard or something? where it cant get enough power to stay on?
i have two power cords from the psu to the motherboard.
one to the v card
one to the cd/dvd
one to the hard drive
and one to each of the three fans. ill see how it acts if i unplug 1 or 2 of the fans on the cooler master 932 full tower.

also, i had the v card unplugged for power, when i plug it in, the cpu fan turns on but the psu doesnt seem to get enough power and doesnt make any air sounds when the v card is plugged in. though when i unplug it, it goes back to normal

Test your psu now before you kill your components.

i found it, took awhile hehe.

but the problem i believe it was, was the ram.

there are 5 slots which it seems they can go into. 3 are colored blue, and two are white.

i switched one of the ram sticks to a white and it is working fine!

first time building a computer, im just happy i got it up and going
