Is my video card performing at its capabilities? (5850 HD)

I just went into my control center for my graphics card and noticed that my GPU clock and Memory clock speed are really low compared to its stated performance , i took a screenshot for you guys to look at, im wondering if the stated current values are just because i am not running any games or is that what its currently set at? If so do you think i should overclock both of these to their stated capabilities, see screenshot below, Thanks. (sorry if this is in the wrong forum section)

EFFECTIVE memory clock. Divide this by four and that is the true clock. It has 4 channel VRAM.

If you're talking about the 157/300, then that's because it's at idle power state. When in 2D (think desktop), it downclocks to save power because it doesn't need to run at max clocks. If it does need the extra power there's another 2D state it'll switch to, I think it's 450/900 or somewhere around there.
