dvd rom drive not working

so i got this computer from a friend
and everything else works
except the dvd rom
it has power and the light turns on
it will not read discs
it doesn't even spin the disc
i thought it was a driver problem
but I'm new at this

i believe that the drive is:
Artec Model: DHM-G48R

if anyone could help out that would be great

Open the computer and check to see that its connected to the motherboard.

it is connected to the mother board
i was doing a little research and found out about regions
mine is not set to any region
when i try to set it to united states (region 1)
it asks me to put in a region 1 media
if that means putting in a disc that is from the united states
i did that and it still does nothing
i don't know if there is something wrong with the software
the drive has power and the board recognizes it
it says that all the proper drivers are installed
but all it will do is flash its little green light at me
and not read the disc at all
