That's a well known feature that's been in place a while.

It's not to do with spam at all, it's to do with firing automated queries off and then parsing the HTML to get the results - rather than using their official API to do the work. I tried it a while back out of interest and got the above message quite a bit!

It boils down to the AJAX API in place - you can only get a maximum of 32 results from memory, it just won't give you any more. A common attempt at getting round this is to fire off the url programmatically and get back as many results as needed via HTML scraping, and this is Google's attempt at blocking said automated queries.

It usually works quite well, but once in a while it can go wrong and then you'll get a message like the above. It should sort itself out in a hour or so - unless of course you've got a virus that's genuinely sending out automated queries to it!
 
I binded a G key on my keyboard to press enter 500 times every time I press it. I pressed it three times and Google blocked me for about an hour with this message.
