Hi,
After new install XP keyboard commands are not correctly configured on keyboard...the @ is achieved by shift and '' which cant be right ...?

It sounds to me you have your regional settings wrong, a UK keyboard has the @ near the enter key, but a US keyboard has a " near to the enter key on the same key if you get what I mean.

Different regions have different layouts.

Go to control panel->regional and language options -> Languages tab -> If your language isn't US, delete the one that is visible and add the US-layout, restart and you should be OK.
 
^^ Bang on - sounds like the classic case of the US / UK keyboard switch. Only thing I'd say differently from the above is that XP usually installs with the US layout as the default, so most likely it's US he wants to get rid of and UK that he wants to add and make the default.
