I know this is a dumb question.

But is it possible to have your PC still download files when it's turned off? Kinda like hibernate or sleep?

No.

Sleep & Hibernate modes pretty much store/hold current machine data on RAM, HD or both, and switching off CPU's and HD's to save power, so that you can quickly resume without having to boot up which takes longer.

The only thing you could do is create some kind of 'stealth' computer that looks like its off but is still working. The main thing being to get rid of fan noise and lights...
 
Haha yeah. I was thinking that too...but I don't want my PC to overheat if I turn off too many fans (blue fans)
 
If I was going to build a stealth PC the first thing id need is a really, really big heatsink for the CPU. It would be huge so that I could use it without a fan. (I haven't seen any). Then all i'd need is a slow intake and slow exhause fan just to get some air flowing over the huge heatsink.
