Those heatspreaders are often impossible to get off, so if you want better ones, too bad.
OP: I would not recommend that gigabyte board. Get the ASUS one I posted.
That is not enough power.
You need 650 watts minimum according to AMD. My 600W gamexstream was overdrawn by this video card with a 95 watt cpu, so with a 125w, its not even close to enough.
Get a 700w GameXstream. Thats what I have and its good.

If you want to get the refurb, its up to you. If its DOA, you will have a bit of a delay on your system, and there is a small chance it could fry your mobo, potentially more. OCZ seems to have OK refurbished PSU's though.

You need a better PSU. High wattage and low price is not a recipe for long life or stable power. This is the cheapest one I'd recommend for a system like that:
