So my parents thought they backed up their software onto an external harddrive, but that didn't work right...
Is there a way to get anything back off the old harddrive?

on formatted drives i've had great sucess with the combo of restorer2000 and r-studio. Usually one will fail me and the other gets it. neither are free. If you get it, install it on a different computer. Hook the formatted hard drive up to the secondary computer (internal slave or through an adapter/enclosure) and then scan it and recover what you need.

There aren't any other computers available to hook it up too though... Can they still continue to use it, and when they come to my college in 3 weeks, hook it up in my computer then??

I notice you said 'software'. If you/they want to get programs like Office, etc. back you have to reinstall them. You can't 'back-up' software/programs. You can only back up files.
