Which CPU Cooling Fan you would recommend I buy?

I am building y own PC desktop.
case; Thermaltak M9D
motherboard; GIGABYTE GA-EP 45T
CPU; Intel Core 2 Duo, 3.33 GHz , 775 socket
I want a CPU Cooler that cools well and that is very low dBA noise level.
Liquid or air cooler will do
 
Why would you want to liquid cool your hard drives? That's a complete waste of money.
 
Liquid cooling on hard drives is not pointless. If he plans on doing a lot of video conversion, or he is going to have his h.d.d. operating at least 30 percent for more than 1/2 the time, then he might need liquid cooling. But if he is going to not be using his drives "hard core" than your right liquid cooling is a waste

Hard drives are not like silicon chips. Excessively cooled drives tend to fail sooner than hot-running drives.
