Is there a limit to how many times you can re-install Windows 7 Home Premium 64-Bit OEM? Thanks.

you probably can install it as many times only on the same computer though cause got to register it.

Assuming that Home Premium is the one user, it can be installed on the same computer as many times as you want. Watch out there is a 3 user copy that will of course work on three different computers as many times as you want.

you can get various hacks (legal hacks, assuming your win7 is legal) that will install the OEM and product key if you loose it.

i used Windows 7 Toolkit 1.8 BETA the second time i had to install (system failure after multiple virus attacks) and it works great.

You can use one key on a specific set of hardware. When I had Windows 7 on my old rig, it worked. When I got my new rig, I had to use another key.
