Weird Issue

I can't seem to figure out what is wrong. So, I've been trying to burn a few CD's lately. I find my interal LG DVD burner and install it. It reads the drive, but it doesn't let it read from a disk. I can't seem to burn anything on it. I borrowed my friend's Blu Ray drive and something even weirder happens. The mouse and keyboard don't power on when it's plugged in. Is this a motherboard issue?
