I have an old win 98 system and I have some pictures i need backed up but the cd, floppy and flash drives don't work. How would i backup the data?

After I get the stuff backed up, I want to do a reformat. How would I do that or a repair without the cd
 
As long as the OS doesn't have passworded 'Administration Rights' try hooking up the drive to another computer and moving over the files you want to keep.
 
The hard drive isn't compatible is there any way of repairing the os without deleting files
Sure it is, just pull it out of the pc and physically hook it up to another pc and set the jumper to the "slave" setting. You should then be able to access all the data on the hard drive and drag and dtop it to the other computer.
 
Is this drive even compatible with an xp system. It's a caviar 33200 drive (6296 cyl , 16 heads , 63 spt , 3249.3 MB)
