atitool is not giving the proper clock speeds

well, im trying to OC my 4670 512mb but its showing the stock clocks as 0.00 and 1.93 on the sliders although at the top it says the proper speeds, why is this happening? im assuming it has alot to do with my motherboard, but idk...on a side note, rivatuner also dosent want to overclock this video card, heres a screen shot of ati tool:

yup, riva tuner can find the clocks but it cant change them very much, and by that i mean less than 10 clocks

yea, i also, just for good measure, even though higly unlikely the problem, upgraded the motherboards bios. another reason i did that is to support a pentium d proccesor(i asked for it for christmas, and i know it "sucks" but it will hold me over until i get my i5)
