Is there any way to use a tv as a monitor

Because i need a new monitor my graphics card is a agp sapphire radeon x1650 pro 256mb and can this card be usedin a pci-E 16x slot
 
normal tv with scart and 3 conectors on the side of the tv side one connectors yellow this is video the other ones are left and right speakers or white and red in color
 
yes i have svideo 7 pin with svideo lead and svideo with yellow video connector on the end
 
S-video and rca output are great for video output, but they are horrible for txt. You won't be reading much with your setup. You can, on the other hand, get in your car and head straight to your local second hand store/thrift shop and pick up an old monitor for about a buck.
 
For 1 you said its an AGP card, that wont go in PCI-E slot. I'm assuming your tvi is an older tv and has no dvi, vga, or hdmi ports. If the tv has S-Video you can use it, if it doesn't, your graphics card does, and you can get an S Video to Composite(the yellow cord). Quality is not good at all.
