Making a Bootable MS DOS USB

Alright, so I have tried for the last 3 hours trying to make a bootable USB to use MS DOS. No success so far, I have used an Sandisk 2GB USB, and Forza 3 (Sandisk) 2GB, and a 4GB Kingston MicroSD in a USB drive, I tried making them in both Windows XP SP2 and Windows 7 RC.
These are the guides I followed -

http://www.bay-wolf.com/usbmemstick.htm (just did not move the files to the USB, after following the guide, it always left my 3 USB untouched except the formatting)
http://www.pendrivelinux.com/install-and-boot-ultimate-boot-cd-ubcd-from-a-usb-device/ - (Got this one to work, but I can't seem to load the right files, it always gives me a error when I either type the directory or the file)
and a guide that uses this file, and mounted the 6.22 image. (Got the files onto the USB, but none of them are bootable)

I don't know if I am doing anything wrong here or anything, so any suggestions, advice, guides, or anything that can help me get this working would be great. I don't have a floppy drive, so I can't follow some of the guides.

It's late here, and I haven't slept in the past 18 hours, so I am giving up for now, and waking up hoping to get this working. Thanks.

Download and install,

Then format the USB Flash drive as a Bootable disk and select your DOS Files (Find them on teh' google)

This is the first thing I have tried, and like I said, it only formatted my USB and never put the DOS files in.

Try GRUB4DOS.

Yes, it is a linux boot loader, however it can be used to boot Windows and Windows-based utilities. I have used it to boot into Hiren's mini XP, UBCD4WIN (which is another stripped down version of XP with a bunch of utilities), Symantec Ghost Client (newer version that uses a Vista boot loader) and both XP and Vista versions of the Recovery Console.
