GTA IV PC error dd3d30

whenever i try to launch the game from the rockstar games social club, i get error dd3d30 d3d please reboot your system.

help?

i dont wanna know that i wasted Rs. 500 on a game that doesnt work..

intel core 2 duo 2.4 ghz p8600
4 gb ddr2 sd ram at 800 mhz
ati radeon HD4750 512 mb
full hd 1080p screen
windows vista homepremium 32 bit
(horrible OS, im WAITING for 7 to come in the mail)

btw its a dell studio 1555..

Whats so horrible about it? I have had Vista since launch with ZERO issues...I guess it depends on your situation, and if you are running lots of legacy stuff but...I dunno?

well its horrible because its got too many errors and it hangs a lot.. otherwise regarding the looks and everything its AweSomE!
