Sometimes internet wont load webpages but torrent programs continue dowloading?

My guess is that since everyone in the building is sharing the connection, the problem is probably just too many connections eating up bandwidth. You may be torrenting while some neighbors are watching youtube videos and some others are watching movies online from Netflix. You could use a firewall app to block certain types of internet activity, such as streaming video, but I'm guessing that would piss a lot of people off, no?
 
I've actually had similar problems in college dorm rooms, anything I'm currently connected to, say...AIM or a Game will stay connected but no new connections can be opened.

the downtime was minimal, and college net is sketchy at best so i never looked into it much. I assumed it was the college firewall playing games with me.
