Rotating 'Still' Images?

Some of these 'Rotating Stills Images' or RSI's that I've seen are very smooth and there's some that are 'jerky' or beefy.

Anyone who has seen 'The Bill' lately on ITV. The adverts for this series use RS images and they're very smooth.

Is this just very good software?
 
It probably is, though It'd also depend on the amount of cameras. The better the motion tweening available between frames, the better.

Since there is information between each camera though, a program should effectively be able to produce a pretty good motion blur.
 
I think the first time I saw this type of photography was the first matrix movie, if you go back and watch it its a little jerky but by the second and third the technology is much better
 
and my explananation for how to achieve it came from the extras footage that came with the video of the first matrix (or at least, what i could remember or it).
