Audio and Video stutters

I have a PC with a Core Duo CPU and 2GB RAM running Vista that I use mainly to watch TV on. (I installed a TV Tuner card and hooked cable up to it). About two days ago, all audio and video started stuttering for no apparent reason (no recent hardware or software changes). I tried all the usual things, installed new drivers for display adapter and sound card (onboard audio), ran virus/spyware scan, even a reformat and fresh OS install (Windows 7, this time). I still have the same issue. It happens when playing audio and video files. I even tried disabling the onboard audio, but the issue is still present in video playback. Any ideas? I was going to update the BIOS, but according to Asus support I need a floppy drive to accomplish this (don't have one).
 
How hot is the computer running? Heat can sometimes cause this...

Also it maybe that the TV Tuner card is going bad.

Heat may be a factor. Not sure about the TV tuner card idea. The problem happens on all audio and video playback. I'll try removing it anyways and see what happens.
