I have a budget of $175. The less I spend, the better. I want to cool my i7 CPU and maybe my chipsets if it isn't too much more expensive. What do you guys recommend? I know nothing about watercooling and I plan on going with a red and black theme. How much more would it cost to cool a XFX Core 216?

Kits that will cool not only your CPU but GPU and mobo chipsets as well are not exactly cheap. To do a setup like what you are describing, you would probaly need to start with a nice kit such as this, Petra'sTech CoolKit Basic - Rev.3, and then add the GPU and chipset cooling blocks as needed.
Danger Den has a nice selection of configurable cooling kits and products.

It may be cheaper to put one together yourself, I really don't know. Check out the links to Danger Den and Petra's and have a go at it.
