That only happens when you turn off the power supply. You can turn your computer off, just turn remove the main power from the back.

What happens when you cold boot? A bit more detail will help.

Some cold boot problems can be caused by a failing power supply. A bad power circuit in the PSU will cause it to not put out enough power to fully boot the comp. But once it's "charged" up through repeated boot attempts, it starts and runs fine.
