Ok, I know I am not the best person asking all these stupid questions. So if you just bought a mobo and its certified for vista, can you still have windows 7 os running on it?

Yes, you can still have Windows 7 running on it. That just means that it fully supports Vista. Some older components needed updates or just plain weren't compatible with the OS.

Yeah, a motherboard that's vista certified will run Window 7 with no problem.
