That 4650 will be perfect. It doesn't not cost much and won't kill your PSU.

Actually, just installed a PNY GeForce 9400 GT 1024mb ddr2. This thing rocks. DVD and video look 100% better. Almost went with the 4650 but the 9400gt had all the adapters I needed. Next upgrade will be the power supply!

No, I believe that you should go for a middle ranged card such as the 7600 GT or so. Buying the 4850 will cost you the upgrades of other computer parts which is simply a waste of time and money.
