my old computer has now become my parents so im just going to buy new parts for the whole computer.

i wont need a mouse or a keyboard or a monitor as ill get the monitor later on. right now its purely the computer hardware

Here they are in order of performance:
GTX 295
HD 4870 X2 $400
GTX 285/GTX 280 $275-$330 (when the performance difference is under 5%, I group them together)
GTX 275/HD 4890 $235
GTX 260 Core 216/HD 4870 1GB $175
GTX 260/HD 4870 512MB $165
HD 4850/9800GTX+/HD 4770 $100-$130
HD 4830/9800GT $85-$95
I could go lower but do I really need to since your budget is $800-$1000?

The 4890 is in there. It's matched with the 275. The 4770 would technically be lower than a 9800GT. So it won't be used in his list.

Where do you see it's 20% better? It's actually on lever with the 9800GT. It barely edges out in most tests.

Why would they make a card more expensive than the 4830 that performs the same and is 128-bit?

It's a new chip with a 40nm process.

It's in there, and yes it is faster than the 9800GT and HD 4830.
