Can I run GTA IV on these specs?

Intel core 2 duo e8400 3.0 ghz
patriot viper 4gb(2x2gb) ddr2 1066
sapphire radeon hd 4870 512mb

I'm aware that the recommended specs require a quad core. But would it make all the difference in the world if I can't play on high settings?
