Planning to buy a AMD Athlon 64 X2 5600 Brisbane 2.7GHz or 2.9GHz. Does a few Hz make a difference? Is it worth to spend $13 more for the 2.9HZ processor?

Nope. The only difference you'll see is in benchmarking programs. You really wont "feel" much, if any, difference.

You could always OC the 2.7 chip to run at the 2.9 speed and possibly more.

As above.

Run your clock speed at 215MHz. Your HT speed will be fine at 1075MHz. And your RAM will run at 860MHz @ 1:1 ratio which should be easy for decent RAM.

You'll have a 2.9GHz chip for the price of a 2.7GHz chip + 15mins of your time.

I Wouldnt recomend OC'ing and AMD Chip on a stock heatsink,i had a 4800+ X2 and i overclocked it from 2.4ghz to 2.6Ghz and it was overheating.

I've also OC'd CPU's by a mere 200MHz with the standard HS and saw no increase in temps.

You shouldn't need to up the volts for a small OC like this so temps should be fine.
