Why do I get message 'primary hard disk fail'?

When booting the computer up I get this message (as in title). Why is this happening?

I have tried changing the hard disk and reinstalling o/s but no such luck. I have tried changing system battery and still no such luck.

The reinstall of o/s Win 2000 goes so far but then stops and gives message about 'primary hard disk fail' - So I thin this rules out ther power supply too.

What should the jumper settings be set too - the HD will be the only one in the PC?

Either master or cable select.
